Seems like many can't seem to update the notification settings on Twitter for Android due to a bug. An easy way to enable notifications are as follows.
1. Open Twitter for Android
2. Navigate to settings
3. Click on the first option (your handle)
4. Go to notifications
5. Tick the required
6. Click the back button on your phone and wait.
7. A toast message should show "Updating settings.."
Now if its successful, it'll show that the notification settings have been saved. If NOT then it'll show there was a problem updating.
This is because of a bug that twitter for android encountered while updating their versions.
You can do the following to make push work.
8. Go to twitter on your web browser.
9. Settings > apps
10. Navigate to Twitter for Android
11. Click on Revoke Access (don't close the page yet..)
12. Go to twitter for android on your phone. Remove your account from settings > your handle
13. Undo the revoke (on twitter web..duh)
14. Log in and repeat the first 7 steps
